This dialogue happened during a live television broadcast of the presidential debate in 1988.
Mitterand keeps exposing Chirac's weaknesses as a PM while he was president.
So when Chirac requested that Mitterand stop referring to him as the PM, Mitterand delivered the line, and won the elections again
It's like saying
Stop calling me the Flesh.
